Reducing barriers to the implementation of RES project in Croatia

On the 30th of June 2022, the Ministry of Economy and Sustainable Development published the document “Assessment with recommendations for removing obstacles and easing administrative procedures that limit greater use of energy from renewable sources”. Considering the analysis presented in the document, it is necessary to ensure the implementation of ten measures that will ensure the acceleration of the preparation and implementation of projects for the development of renewable energy sources in the Republic of Croatia.

Most of the measures relate to the activities of the competent institutions, given that the insufficient capacity of the institutions and the frequent changes in the energy legislative framework at the level of the EU and in the Republic of Croatia, as well as the complexity of administrative procedures, affect the uncertainty of the realisation of RES projects. This inevitably leads to a slowdown in the implementation of administrative procedures prescribed by EU and national legislation.

Furthermore, a greater number of measures refer to the activities of the independent regulator and the system operator, given that the activities related to solving the connection to the power grid significantly impact the duration of the administrative procedure – as well as the total cost of the project. In particular comes the issue of the uncertainty of the costs and deadlines for the realisation of the connection, considering the mutual dependence of the realisation of the connection for projects in close locations of individual project costs.
